Mission and Structure

The mission of the committee is to support improving the effectiveness and expansion of IOU/municipal commercial quality installation (CQI) programs with a goal of developing a CQI concept that can be accepted and implemented by the HVAC industry. The CQI Committee:
  1. Advocates for CPUC/ED and CQI program agreement on measurable, quantifiable performance evaluation methods to be used by program participating contractors in system evaluation as well as by CPUC/ED program evaluation consultants.
  2. Formalizes what is meant by “quality installation” and develop a protocol, in collaboration with utility and CPUC/ED, that, if followed, will ensure that commercial installations done in California meet the agreed quality standards.
  3. Quantifies the benefits of CQI practices and the potential and actually achieved energy savings.
  4. Supports development of utility "claimed savings" work papers which will lead to greater program financial support, stability, increased participation and program expansion and far more rapid marketplace adoption of CQI as the norm.

2017 SMART Goal Topics

  1. Launch 2017 Committee.

  2. Propose that the Commercial Quality Installation Committee be terminated and be replaced with a Commercial Performance-Based Installation Committee.

  3. Develop AB 802 Field Measured Individual System Baseline work product by 6/30/17.

  4. As performance-based data becomes available from performance-based field assessment and measurement efforts across the state, gather and publish summary data consistent with the Standardized Field Data Specification documenting the typical field performance of HVAC systems by 12/31/17.

  5. Develop Typical California System Performance Work Product by 12/31/2017. As performance-based data becomes available from performance-based field assessment and measurement efforts across the state, gather and publish summary data consistent with the Standardized Field Data Specification documenting the typical field performance of HVAC systems.

  6. Support utility development of CQI program claimed savings work papers based upon the newly established system performance evaluation protocol and newly developed commercial marketplace performance baseline as requested by the IOUs.

  7. Support the Commercial Installation Field Data Specification Working Group through December 31, 2017 to: (1) measure and score the performance on commercial maintenance and residential installation, (2) develop formulae and calculations to quantify a system’s efficiency and (3) develop testing protocols.

Committee Work Products

Taking AB 802 Into the Field (2017)

Identifies obstacles and solutions for engaging HVAC consumers and their contractors with the requirements of AB 802 at the field level. It also covers how the principles of Field Data Specification can be used to create an individual system baseline measured before and after system upgrades to provide a preliminary energy savings estimate and enable an initial incentive payment.


CQI Definition of an Efficient Commercial HVAC Installation  (2016)


The WHPA Executive Committee requested the Commercial Installation Committee publish a performance-based definition of an efficient commercial HVAC system installation. This definition was to apply to packaged and split DX cooling systems from 1.5 to 25 tons.
