The Western HVAC Performance Alliance (WHPA) launched in 2009 in response to the portion of the California Energy Efficiency Strategic Plan (CEESP) that reads: "An HVAC Advisory Group should be chartered to involve high-level HVAC industry stakeholders—such as manufacturers, distributors, and contractors—to coordinate industry sponsorship of and participation in HVAC strategies. Membership should also include other key players, such as the CPUC, Energy Commission utilities, building owners/managers, consumers, and the Federal government."

Members of the advisory group provide the California Investor Owned Utilities (IOUs), the California Public Utilities Commission (CPUC) and California Energy Commission (CEC) with expert counsel from the building performance industry regarding HVAC systems.

According to the CEESP, “air conditioning loads cause over 30 percent of California’s total peak power demand” – and simultaneously, “30-50 percent of new central air conditioning systems are not being properly installed.”  Through the WHPA, all facets of the built environment have the chance to directly impact the future of HVAC energy efficiency programs in California for years to come.

Membership in the Performance Alliance is at the company level, and is designated in one of the organizational participant categories.  Each Alliance participant represents his or her firm or organization as a general member, or as a participant on a committee or working group of the Performance Alliance. Members meet and work with a broad set of HVAC experts representing all aspects of the industry, together tackling the issues and the opportunities surrounding HVAC energy efficiency.

Initial administrative support of the Performance Alliance is provided by Pacific Gas and Electric Company, San Diego Gas & Electric, Southern California Edison, and Southern California Gas Company and is funded by California ratepayers under the auspices of the California Public Utility Commission.
