Chair: Rob Falke (National Comfort Institute)

2016-2017 SMART Goal Topics:

  1. Launch 2016 CQI Committee
  2. Create a performance-driven definition for an efficient commercial HVAC installation by October 31, 2016.
  3. Support a working group focused specifically on developing a Standardized Field Data Specification to measure the performance of Installed Commercial HVAC Systems by December 31, 2016.
  4. Following the parameters determined in the Field Data Specification, develop a standardized, repeatable performance based method for system evaluation to allow accurate projection of annual system energy usage.
  5. Following the parameters determined in the Field Data Specification, develop a standardized, repeatable performance-based method for and supporting procedures forming a commissioning process that could be effectively utilized by HVAC and M&V professionals in the field to measure and score the performance of installed HVAC systems.
  6. Support IOU efforts of CQI program claimed savings work papers.
  7. Develop summary data documenting the typical performance of compliant and non-compliant Title 24 HVAC systems.

Committee Description/Mission: The mission of the Committee is to support improving the effectiveness and expansion of IOU/municipal commercial quality installation (CQI) programs with a goal of developing a commercial installation concept that can be accepted and implemented by the HVAC industry.

  • Advocates for CPUC/ED and CQI program agreement on measurable, quantifiable performance evaluation methods to be used by program participating contractors in system evaluation as well as by CPUC/ED program evaluation consultants.
  • Formalizes what is meant by “efficient commercial installation” and develops a protocol, in collaboration with utility and CPUC/ED, that, if followed, will ensure that commercial installations done in California meet the agreed standards.
  • Quantifies the benefits of CQI practices and the potential and actually achieved energy savings.
  • Supports development of utility "claimed savings" work papers which will lead to greater program financial support, stability, increased participation and program expansion and far more rapid marketplace adoption of efficient CQI as the norm.

Working Group: Standard 180 User Manual

Chair: Dale Rossi (Field Diagnostic Services, Inc.)

2016-2017 SMART Goal Topic:

  1. Develop a draft outline of a scope of the Standard 180 User Manual for submission to ASHRAE

Committee Description/Mission: The ANSI/ASHRAE/ACCA Standard 180 is abstract and not easy to absorb quickly.  There is a recognized need to develop a user guide to support the industry in implementing the standard as intended. The WHPA CQM Standard 180 Maintenance Tasking working group previously analyzed parts of Section 5 of the Standard, specifically Tables 5-12 economizers and 5-22 rooftop units. That working group produced three work products as industry resources for Standard 180 technical field implementation.

The working group now seeks to draft a complementary work product for Section 4 implementation. It is the intent of the working group that the current effort is useful to a range of generally non-technical actors in the industry that deal with sales, planning, implementation and reporting.

Working Group: Online Permitting

Chair: Mark Meyers (CALBO) and Allison Paul (CHF)

2016-2017 SMART Goal Topics:

  1. Launch 2016 Compliance Online Permitting Working Group
  2. Confirm Minimum Legal Requirements for Mechanical Permits and Document in an Interim Memo Posted to the WHPA Website by September 30, 2016.
  3. Identify Legislative and Regulatory Policy Issues Related to Online Permitting and Document in an Interim Memo posted to the WHPA website by October 31, 2016.
  4. Research Best Practices in Online Permitting and Document in a Memo Posted to the WHPA Website by December 31, 2016.

Committee Description/Mission: The issue of permitting and code compliance for Heating, Ventilating and Air Conditioning (HVAC) systems has been the subject of discussion within the regulatory policy arena for many years. In 2015, the WHPA Compliance Committee developed a roadmap through a collaborative process with California Building Officials (CALBO), contractors, city and county representatives, County Building Officials Association of California (CBOAC), Contractors State License Board (CSLB), the California Energy Commission (CEC), California State Association of Counties (CSAC), and other relevant stakeholders for approved web-based permitting of mechanical change-outs. This roadmap was approved in January 2016 and called for the development of this Working Group to develop an online permitting framework overseeing four distinct project phases: Plan, Define, Pilot, and Deploy. The roadmap detailed the action items necessary for each of these four project phases and their suggested timeframes.

Fault Detection and Diagnostics Committee

Minimize

Co-Chairs: Sean Gouw (Southern California Edison) & Joe Schmutzler (Transformative Wave)

2016-2017 SMART Goal Topics:

  1. Identify FDD technology opportunities for new IOU program energy savings and incentives
  2. Provide input into appropriate business plans as requested
  3. Define FDD open data specifications for product development and integration

Committee Description/Mission:
The work of this committee is to support CEESP HVAC Goal 4 (Increasing the percent of shipments of HVAC equipment that is optimized for the California climate), by focusing on strategies 4.5 (onboard FDD) and 4.6 (in-field FDD). The primary barrier to achieving these strategies is owner lack of recognition of the potential for HVAC problems, and recognition of the benefits that FDD technologies could provide. Integrating the FDD system with the owner’s decision-making process and the contractor’s service delivery process is a necessary component to accomplishing this Goal.

  • Assisting in the development of an appropriate baseline for IOU claimed energy savings.
  • Supporting the work paper process to assign fair and accurate measure savings.
  • Working with program evaluators to identify an agreed upon approach for system performance evaluation to improve alignment between EM&V efforts and the IOU programs.
