Committee Description/Mission: The mission of the Committee is to support improving the effectiveness and expansion of IOU/municipal commercial quality installation (CQI) programs with a goal of developing a commercial installation concept that can be accepted and implemented by the HVAC industry.

  • Advocates for CPUC/ED and CQI program agreement on measurable, quantifiable performance evaluation methods to be used by program participating contractors in system evaluation as well as by CPUC/ED program evaluation consultants.
  • Formalizes what is meant by “efficient commercial installation” and develops a protocol, in collaboration with utility and CPUC/ED, that, if followed, will ensure that commercial installations done in California meet the agreed standards.
  • Quantifies the benefits of CQI practices and the potential and actually achieved energy savings.
  • Supports development of utility "claimed savings" work papers which will lead to greater program financial support, stability, increased participation and program expansion and far more rapid marketplace adoption of efficient CQI as the norm.

Committee Description/Mission: The mission of the committee is to: 1) Make recommendations to operationalize the ANSI/ASHRAE/ACCA Standard 180; 2) Work with the various industry stakeholders to raise the standard in delivering QM to end users with a goal of making the Standard 180 maintenance approach the commercial norm; 3) Recommend research to accurately determine current baseline RTU performance and the impact of commercial maintenance practices and FDD technology; 4) Seek out and help evaluate advanced technologies that contribute to improved new or existing RTU EE performance; and, 5) Provide input to IOU program approach, structure and content of program training, data collection, data entry and reporting for the purpose of program improvement.

Working Group: Standard 180 User Manual

2016 SMART Goal Topic:

  1. Develop a draft outline of a scope of the Standard 180 User Manual for submission to ASHRAE

Committee Description/Mission: The ANSI/ASHRAE/ACCA Standard 180 is abstract and not easy to absorb quickly.  There is a recognized need to​ ​develop a user guide to support the industry in implementing the standard as intended. The WHPA CQM Standard 180 Maintenance Tasking working group previously analyzed parts of Section 5 of the Standard, specifically Tables 5-12 economizers and 5-22 rooftop units. That working group produced three work products as industry resources​ for Standard 180 technical field implementation.

The working group now seeks to draft a complementary work product for Section 4 implementation. It is the intent of the working group that the current effort is useful to a range of generally non-technical actors in the industry that deal with sales, planning, implementation and reporting.

Committee Description/Mission: The issue of permitting and code compliance for Heating, Ventilating and Air Conditioning (HVAC) systems has been the subject of discussion within the regulatory policy arena for many years. In 2015, the WHPA Compliance Committee developed a roadmap through a collaborative process with California Building Officials (CALBO), contractors, city and county representatives, County Building Officials Association of California (CBOAC), Contractors State License Board (CSLB), the California Energy Commission (CEC), California State Association of Counties (CSAC), and other relevant stakeholders for approved web-based permitting of mechanical change-outs. This roadmap was approved in January 2016 and called for the development of this Working Group to develop an online permitting framework overseeing four distinct project phases: Plan, Define, Pilot, and Deploy. The roadmap detailed the action items necessary for each of these four project phases and their suggested timeframes.

Committee Description/Mission:
The work of this committee is to support CEESP HVAC Goal 4 (Increasing the percent of shipments of HVAC equipment that is optimized for the California climate), by focusing on strategies 4.5 (onboard FDD) and 4.6 (in-field FDD). The primary barrier to achieving these strategies is owner lack of recognition of the potential for HVAC problems, and recognition of the benefits that FDD technologies could provide. Integrating the FDD system with the owner’s decision-making process and the contractor’s service delivery process is a necessary component to accomplishing this Goal.

2016 SMART Goal Topics:

  2. Assist in the integration of RQI and Whole House while protecting the integrity of QI fundamentals
  3. Provide input into appropriate business plans as requested

Committee Description/Mission: The Residential Quality Installation (RQI) Committee establishes goals, standards, and criterion to meet the RQI objectives established in the California Energy Efficiency Strategic Plan Goal 2: “Quality HVAC installation and maintenance becomes the norm. The marketplace understands and values the performance benefits of quality installation and maintenance.” The committee addresses program and marketplace barriers to RQI through:

  • Assisting in the development of an appropriate baseline for IOU claimed energy savings.
  • Supporting the work paper process to assign fair and accurate measure savings.
  • Working with program evaluators to identify an agreed upon approach for system performance evaluation to improve alignment between EM&V efforts and the IOU programs.
  • Developing customer-focused messaging to be used in the marketplace describing RQI benefits.

These efforts are intended to improve recognition of RQI measures with the regulators, IOUs and end-use customers, and to attain an extended, scalable program reach.
